Gary D. States, a follower and guest of Douglas Dietrichs' internet broadcasts, appeared in the summer of 2017 to refute claims that Dietrich was never a US Marine.
States, a Veterans Benefits Administration (VBA) employee, was working as a Claims Examiner at the VBA Regional Office, Muskogee, Oklahoma.
VBA Claims Examiner Gary D. States not only accessed my personal VA identifying information and those of Jonn Lilyea, but he also divulged them to Douglas Dietrich which is against VA Privacy Regulations and a felony violation of the HIPPA Law.
The information disclosed by Dietrich included physical addresses, Social Security Numbers, listed/unlisted phone numbers, and other details illegally obtained by States from the VA Medical records of myself and Jon V. Lilyea.
Dietrich subsequently divulged this information publicly on numerous occasions from June to August 2017 ultimately guesting States live on air as an "expert" to also claim documents obtained under the Freedom of Information Act (FOIA) concerning Dietrich's claims of military service and those of Dietrich's father, George J. Dietrich, were forgeries.
All of Dietrich's show episodes containing those private details were reported and removed by YouTube and from his WordPress website.
States mention of the lack of a National Archives Records Administration (NARA) cover letter in connection to the documents was not because it didn't exist. It was simply because my name and address were listed on the cover letter sent to me and under the circumstances I did not find it acceptable to provide it without proper redaction.
Otherwise, States' review of these documents and his determination they were fraudulent revealed that he had absolutely no idea what he was looking at.
States could not even identify that the documents in both cases were actually National Archives (NA) Form(s) 13164, titled: "Releasable Information Under the Freedom of Information Act" and that the separate document, George Dietrich's "List of Duty Assignments" had been prepared by the NARA/NPRC Records Technician who processed my request.
George Dietrich's Official Military Personnel File (OMPF) dated 1941-1965 was not in Electronic Format.
His record (OMPF) required a physical retrieval by the NPRC Records Technician who processed my request. The Records Technician would then have used a PDF file of a NA Form 13164 to enter his releasable information manually onto the form and then print it for release to me.
In addition, his listing of Duty Assignments was retrieved and manually prepared as a separate attachment. An official NARA cover letter showing the NARA official logo was provided to me and showed my name and address associating me with the original request.
The letter was signed by the Records Technician who processed my request and the documents were mailed to me at that address.
Below is an explanation of the portion of the NA Form 13164 Gary States disputed because it was blank.
