In a rambling, over 2 1/2 hours-long February 9th appearance on Douglas Dietrich's YouTube channel, Vince Barbarick (Peter Moon) described the history of his relationship with David Anderson.

Moon likened his "position of privilege" in the Scientology Sea Org and his interactions with L Ron Hubbard to his "special friendship" with David Lewis Anderson.
Moon was first contacted by Anderson with a letter written on stationery of his "Time Travel Research Center." He first met David Anderson at a "Montauk Nights" meeting on Long Island, NY, and described Andersons showing as the "most significant of the Montauk Nights meetings".
Moon quoted discredited Philadelphia Experiment hoaxer Al Bielek as saying the "Anderson family were the custodians of time" and that George Anderson had been a "guard at Camp Hero" during the Montauk Experiments. "The Anderson twins from Nutley, New Jersey had protected Al Bielek and escaped to Alpha Centauri using a spaceport," Moon said.
"I could tell that after just a few minutes, this guy (Anderson) really knew his stuff. He wasn't fake or phony, he was a real scientist that knew what the hell he was talking about. His funding for preserving organs was from the medical community."
He mentioned that Anderson has set up the World Genesis Foundation for Romanian artists and writers and to help young Romanians. Moon said Anderson had been in the FBI Building in Washington, DC when he met George HW Bush who had given Anderson his business card. "David worked out of the FBI office in Syosset, NY," Moon said.
NOTE: There is no FBI field office located in Syosset, NY. The FBI has field offices 5 miles east of Syosset in Melville, NY. Moon also claimed that his own wife works at the same Syosset FBI field office.
Moon said his book The Montauk Project: Experiments in Time (1992) "Made Anderson realize he was a spirit instead of whatever he was, (a scientist)". He said that in 1999 Anderson was making $1,000.00 per month from his referrals to Amazon. Anderson wanted to plan a physics event at a university venue featuring Peter Moon and Preston Nichols.
He said that in November 2001, Anderson was recalled from retirement (1987) to active duty as an Air Force officer and was being sent to Moscow. Anderson had spoken of meeting with several world leaders including Vladimir Putin.
Anderson was being sent to Russia because of his"expertise in nuclear weapons" and was there for nearly 5 weeks. An e-mail sent by Anderson to Moon was later "tracked to a server in Pakistan." "Anderson has never confirmed or denied it because he is not supposed to talk about it," said Moon. He also claimed that while in Moscow, Anderson had "purchased the remnants of the Moscow Aviation Institute."
I could find no evidence that Anderson has ever had anything to do with the Moscow Aviation Institute. According to their 2018 charter, the Moscow Aviation Institute is registered by the Ministry of Science and Higher Education of the Russian Federation.

Moon described Anderson as being a "loner and a genius... and I have come to know things about his family which I cannot share." Douglas Dietrich then speculated that Anderson had "merged with an entity as a result of his time traveling."
"David has real human emotions and frustrations with his research," said Moon. He had security problems after 2001 and despite government offers to help, Anderson shut down his Long Island research center and later "moved to a secret facility on Highway 666 in Shiprock, New Mexico."
My research does not show Anderson ever lived in Shiprock, NM, and Highway 666 was changed to U.S. Route 491 in 2003.
Shiprock, NM is on the Navajo reservation in San Juan County, New Mexico. The town is a key road junction for truck traffic and tourists visiting the Four Corners, Mesa Verde, Shiprock, and the Grand Canyon. It lies at the intersection of U.S. Route 64 and U.S. Route 491 (formerly U.S. Route 666).
"In 2003, the three remaining states through which US 666 ran (Utah, Colorado, and New Mexico) asked AASHTO's permission to change the route's designation to US 491, and the request was granted. So US 666 no longer exists, although the three states initially signed the road "New 491, Old 666", and some of those signs still exist (see the US 491 page). Moon said Anderson was hired by Bosch in Rochester, NY where he "developed security for his own research center." And later sent Moon "cryptic postcards from Tel Aviv, Israel."
Moon finally admitted to being on the board of directors for Andersons' World Genesis Foundation but strangely, had nothing to say about the foundation or its mission and financial activity.
Apparently, Anderson has not returned to Romania for many years and his World Genesis Foundation stopped sending money to sponsor the Atlantykron summer camp in about 2010.
Moon described "menacing Romanian men in beach clothes (Romanian Navy SEALS) who did not like Anderson and did not want him there." This began to happen shortly after Anderson had claimed he was conducting time travel experiments using human subjects and the Romanians wanted nothing to do with him and did not want him back at Atlantykron. According to Moon, he is the only person Anderson paid to go to Romania that ever went back.
So, Anderson "went dark." said Moon, and "was living at a camp in the ruins of Eastman Kodak for a short time in 2010 when he then went to Montauk for the purpose of showing his time reactor."
Moon believes he has a privileged position with David Anderson and was able to manifest the presence of Anderson in his life using will and intent. Yet after 20 years, he seems to actually know very little about the real David Lewis Anderson.
