Part Two:
Connection to Eastern Europe - Romania
Atlantykron and the World Genesis Foundation
Altantykron:
"Atlantykron" (also known as "Stone Ring Island") is located in southeastern Romania on the Danube River near the ruins of the Roman fortress of Capidava. The unusual 2 km wide strip of land is said not to appear on any map and is partially submerged for most of the year.

http://atlantykron.org/site-vechi/about.htm
Atlantykron is an annual Summer Academy of Learning[1] in Romania, sponsored by David Lewis Anderson's World Genesis Foundation, with support from the Romanian National Commission for UNESCO.[2]
HISTORY AND TRADITION
In 1990, a small group selected this remote island as an ideal place to go to study and learn from each other. The place served the purpose very well from another point of view: they weren’t exposed to the inquisitive looks of the ones who might have denounced them as conspirators against the communist regime.
Time passed, conditions changed, but the hunger for knowledge and new experiences remained. The tradition continues, but now with the support of many different governments and organizations from around the world.
The island has been called Atlantykron since 1989 when it became the location for an "ecological study camp" called the Atlantykron Summer Academy.
According to the 2012 article, the camp has been sponsored by the World Genesis Foundation since 1999.
With the exception of electricity provided by underwater cables from shore, the campers depend on food and water delivered by boat and portable showers and toilets. Internet is provided via wireless modem. Activity on the island is closely monitored by the Romanian Forest District under strict rules.
Peter Moon, David, and Heather Anderson have attended Atlantykron, either physically or virtually. https://atlantykron.org/2015/toate-editiile/invitati/
World Genesis Foundation:
According to Bizapedia, the first WGF non-profit (501c3) filing date by David Anderson was made on February 10, 2000, in Rochester, NY.
The filing number was 2472510 and is still active as of the date of this post.

According to:https://opencorporates.com/companies/us_az/19553311
According to the site: https://greatnonprofits.org/org/world-genesis-foundation
"World Genesis Foundation is a U.S Federation UNESCO Club. The foundation is a 501c3 not-for-profit organization committed to a mission to "leave no child without hope for the future." The foundation works in cooperation with the United Nations Educational, Scientific and Cultural Organization and other partners throughout the world in an effort to create opportunities for youth in areas where opportunities may be limited or unavailable today."
As of November 2021, Anderson's World Genesis Foundation is NOT listed by UNESCO as one of its clubs in either the US or Romania!

During her introduction of Heather Anderson in this 2020 interview: https://www.youtube.com/watch?v=_1VEe5NGNXs&t=100s Maria Jose Lourido states that the World Genesis Foundation:
"has been named one of the top non-profits for the last ten years, uh, for six years, sorry"
(Anderson's facial reaction to this statement is quite interesting).
This is absolutely false as any quick search for "top 10 non-profit organizations" shows.
World Genesis Foundation does not appear on this Alphabetical Listing of Star-Rated Organizations https://www.charitynavigator.org/
The World Genesis Foundation has had numerous addresses as its "Headquarters".

This indicates that World Genesis Foundation 501c3 status was "Pending Inactive" in May 2021.
Why was Vincent Barbarick (Peter Moon) "added" for only 4 months from August 1 to December 4, 2021?
December 24, 2021
Heather Anderson created a GoFundMe page for donations to the World Genesis Foundation.
She listed her organizer location as being in Prescott Valley, AZ, not Dewey, AZ.
It is my opinion, based upon my findings which also include comprehensive background reports, that this could be part of an elaborate hoax or a scam originated by Mr. Anderson and enabled by others as some have speculated. But the World Genesis Foundation does appear, at least on the surface, to be a legitimate 501c3 and properly registered as such with the IRS.
Since the WGF has never posted its financial information publicly on its website and has filed only IRS Form 990-N (electronic postcards) since 2011, the public has no way of knowing the actual amount of its gross receipts in donations unless they request them.
The history of suspicious activity and mysterious disappearance combined with the unavailability of any World Genesis Foundation financial data since 2000, might strongly suggest the potential for fraud to some because it is a 501c3 charity.
One does wonder, however, how Anderson can afford the purchase of two properties totaling nearly $500,000.00 in the last two years. David Anderson has never disclosed any employment history and the only employment Heather has claimed was as an Adjunct Professor.
David Anderson's claims are based predominantly on his serving as an officer in the US Air Force as a Flight Test Engineer and Scientist.
I have investigated his claims of earning degrees in Physics and Philosophy as well as a Ph.D. and find these claims to be false.
Anderson's military service is considered a matter of public record
Accordingly, I have submitted FOIA requests to the National Personnel Records Center (NPRC) and the US Air Force in order to obtain releasable information including his dates of active duty, date of discharge, rank, duty assignments, schools, awards, etc.
NPRC is experiencing significant delays in processing such requests. My confidential source has vouched for Anderson's service but stated he was stationed at "Andersen AFB, CA" not Edwards AFB, CA as Anderson has claimed. Andersen AFB is located in Guam.
After 8 years of experience in submitting requests and interpreting FOIA results, I believe the record of Anderson's duty assignments will show he was assigned to Andersen AFB, Guam. And that when he made up the story he did not mention this because it conflicted with his last name. He may have also been assigned to Edwards AFB, but certainly not as a scientist doing secret time travel research on the side
Meanwhile, the whereabouts and "time travel" research of David Lewis Anderson continues to remain a mystery.
Personally, I believe Anderson created the bizarre story as a hoax and used it as an elaborate cover.
His pattern of suspicious, deceptive behavior and dishonesty more closely resembles that of a man on the run from something he has done in the past that he desperately wants to keep hidden. Perhaps something that is unforgivable.

Quartzite Town Council meeting 2-13-18 |
"David L Anderson has a temper tantrum because he got caught trying to not get his permits, Business license, and inspections. Then he tried to defend his friend that refused to go by the health laws/codes. His friend would rather contaminate businesses than being concerned about the Communities health. The Health Department had to intervene. What is sickening is they use children and Veteran as their front smokescreen for their Business of many names."

Anderson complained to the Council, "Committee members have taken action that stopped my activities in Quartzite."

My La Paz, Inc., 'We're missing an opportunity': Pres. Dave Anderson shines light on need to maximize grant monies
By Uriel Avendano/Times Editor
On Aug. 8, Quartzsite local and president of the My La Paz, Inc. organization, Dave Anderson highlighted to the council the need for the town to have procedural follow through in order to maximize significant grant monies and opportunities currently left at the proverbial table.
“About two years ago, the town manager at the time came to My La Paz, Inc. and asked us to prepare a grant for the town – not to execute it, just to prepare it for signing, which is what we did,” said Anderson. “We submitted that application in July or August of 2015, in September it was approved — took about 30 or 40 emails to get the town to send the invoice to APS (Arizona Public Service) to get the monies; and, by the way, when we approached APS, you know what their reaction to us (was)? ‘Thank goodness. We’ve been waiting to give money to the Town of Quartzsite.’ They wanted to. They said we were going to have to start small – first year, maybe a $3,000 grant; second year, maybe $15,000; maybe after that, $30,000 or $40,000. (But) here we are, two years later; it took well over a year to order the equipment, and two years later, we’re sitting here with the equipment in a pile.”
Anderson noted that the original now 25-month-long project, which was expected to take weeks, was to serve as a “bridge builder” with APS to foster a streamlined and beneficial relationship. That project, the town’s revamped sound system, currently sits in storage at the town’s Community Center.
“What we should be doing right now, in August preparing for September, is requesting a $30,000 to $40,000 grant — which is what they wanted to give to us,” stated Anderson. “One of the challenges that we’re having is, we’re having a heck of a time. We shouldn’t have had to have written all of about I’d say (I counted emails, by the way), 147 on this one subject. Between APS and My La Paz, Inc., which was Quartzsite In Motion at the time, and the (Town of Quartzsite). 20 or 30 of those were just to get the town to submit the invoice so they could get the free money. The next 30 or 40 or 60 were to get the orders in — and here we are now.”
According to Anderson, due to My La Paz, Inc.’s previous application, they are ineligible to re-apply for funding.
“We are now to the point where, not only have we been ineligible to apply for funding, (but) the Arizona Rover projects, which we’ve talked about in this forum quite a while back, was planned for (2018/19), has now moved out into 2020,” stated Anderson, whose youth-led organization brought the NASA International Space Station visit to town in January of this year. “We’re missing an opportunity is really the message. (…) We have a lot of damage control to do with APS.”
Town of Quartzsite Mayor Norm Simpson then directed Town Manager Jim Ferguson to look into the matter.
“Dave, I got it in the first minute,” stated Simpson. “I get where you’re coming from and, sometimes maybe just being a little more vocal so that we know as this is going along — you’re trying to be too nice and not bring it, (but) bringing it forward is very timely. And could we have staff look into this? And see where we could get involved and help with this?”
The Times reached out to the town on what the next step is in ensuring future grant processing comes to fruition. According to the Town of Quartzsite, the two parties have met and came to a mutual understanding on the previous communication issues and hope to move forward.
